What kind of users can I create in Pamwin Plus?

There are 5 different types of users you can create:
- Observers - can view everything (except other user's passwords) but cannot change anything except their own log-on details and run reports (e.g. Support Staff).
- General Development Officers (GDOs) - can view everything (except other user's passwords) and change anything on their own schemes (subject to permissions_, but not templates or assumptions (e.g. Project Managers or Site Finders).
- Finance Officers - can post transactions from ledgers, clear and post variations to approved budgets, and look at everything else in Pamwin Plus without making changes.
- Head of Sections - can change schemes created by people in their section, and create their own (e.g. Regional Managers).
- Supervisors - can access and change everything, including templates and development assumptions.
